Because that cash register thats there By the self wash is for when the front of the store register lines get long and they use that one for a back up.. Most of the time You have to purchase things up front, unless there is an actual cashier at that register.. Also The groomers are not cashiers they just run the desk/grooming area grooming dogs, booking appointments, cleaning self wash, and provide you your bill to pay for self wash , grooming ECT....
