Ain universal our daughter was 2 and a half and managed 2 rides. You can do some of the 3d rides as stationary.
As has already been stated by several people, it's all about height. The bigger rides, ala Hogwarts Castle at adventure island and all full sized roller coasters the height necessary is typically 48". That being said they do have a ton of rides and areas for smaller children. To give my honest assessment, I took my 6yr old and 2 yr old son in September and Universal was a bit of a bust in comparison to disney due to age and size of my 2 yr old.
It is about height. I would say at 2 my daughter could ride et, woody woodpecker, carosusel, and one fish two fish. She is 96 percentile in height though. Now at 4 the only things she can't ride are Dudley, forbidden journey, Hulk, rip ride rocket, Dr doom, and the mummy.
Yes, height is key, 38" to 52".. depending on the ride. I would make sure you know the height, I saw a little girl in tears as she couldn't ride but her older sister could.
It's the size of the kid not it's age that determines ride availability.
If you download the universal studios app. From the store it will give you the hight requirements for a each ride. As they very from 35"-52" depending on the intensity of the ride.
