If the park is at capacity, then no. There is no re-entry until the capacity lifts. One caveat is that resort guests are usually allowed in even when the park is at capacity.
You can’t unless you have an annual pass and it can’t be at capacity
The tapu watch holds your spot in a virtual line you can also use it to interact throughout the park and if you have an account with universal you can use it to pay as well.
