It all depends what you want to do. Would you like to carry your own towel around or not. You can rent towels but if you would like to save and bring your own towel you are allowed. If you are spending the day in various activities the only time you will use towel is when you are going home. So it's up to you to evaluate if it's worth renting.
They do rent towels, but if you stay at a universal hotel, just take your hotel towel. The best option for us was to rent a locker ($12/day), put towels and stuff in there for end of the day. Lockers are opened by the tapu-tapu wearable wristband you get when you enter. If you plan on sitting in a cabana or on beach, you would not need to rent a locker. In theory, if you like to drip dry, there is no need for a towel. Walking barefoot chapped my whole family's feet, so we bought water shoes.

Yes the water is always clean and if anything bad gets in the water they take everyone out and clean the water

We brought in our towels and left them on the numerous chairs that are in overlooking the wave pool. We had no problems with anyone moving, removing, taking anything on or around the chairs we left them on.

Well.. its a bit unconfortable if you plan on going to the slides... There are however little 'stations' were you can leave that and your flipflops but most people are barefoot and no towel.
