Are doublewide manufactured homes, when installed on their final location, tied down or fastened to foundations or anchors? Or, is the frame simply blocked up with no anchoring? What keeps them anchored to prevent wind from blowing them away?

Part of the price of the houses is the installation. That includes anchoring the unit as per hurricane codes. Otherwise you won't get a permit to move in by the state's inspector.
