Not that i can remember.
The only time I have seen the gates closed is in winter when the park is closed. even then they are normally just pulled to.
Are you are talking about the "shack"/office to get access into the park? If it is closed when you arrive, go to your designated camping spot. Then in the morning, go to the shack/office and get your camping and parking passes.
