One thing to add. On water heater, is gas valve on pilot or on? When pilot is lit, ON is correct so it will work and temp should be adjusted to normal for now. Adj after it's working.
Check: 1) is your propane tank full and valve open? 2) is the pilot light lit on water heater? If it won't stay lit it might be the thermal coupler, take it to be repaired.
