I don't believe so, sometimes you can receive vouchers from the humane society. As a senior, there is more benefits.
As far as I know it is but call them at the number they have here visit their website or go speak to someone at the front counter to be sure. Or go to the nearest shelter to apply for a coupon. But don't forget to take a bill from the water department with you and an identification such as your driver's license. Good luck!
