There are horse's, but they do not belong the NPS, best to check your options online.

Some may be closed for the off season. I would do a Google search and follow up with a call to confirm.

You can get horses at Zion and Bryce. You can't really ride them in the parks but more on the outskirts of the parks. If you really want to experience the beauty of these places you're going to want to hike.

All of the parks in that area have horseback riding. The parks do not have the horses but independent companies in the area. Best bet to search google for horseback riding near Capitol Reef or any park. Also if you're staying in a hotel they may have more information.
