IHOP isn't a fast food restaurant it is a causal full service dining establishment. I doubt very much that there was only one cook during a morning or day shift. Now at night it is very likely that there could only be one cook. You just have to be patient because when there is one cook and multiple tables come in at once the cook has to make the orders as they come in. For example say five groups of people come in and are sat at the same time and there's at least 4 people per group. That's 20 orders that more then likely come in at once. So depending on what these orders are it may take some time to prepare them. So please be patient and understanding. The servers and the cooks strive to give excellent service and a fun environment.
IHOP sometimes has this problem and their excuse is alway that they have only one cook in the kitchen. For a fast food restaurant they aren't fast at al I rather make my breakfast myself and not go there. So I totally understand your frustration. They seem to be understaffed all the time.
