All beaches in California are public and under the same law. So, yes, you can go to the beach with your dog, but they may deny you visiting the cafe.
They will kick you off the beach if you have a dog. The security guards are very unfriendly and nasty

I have not seen any restrictions for dogs on the beach but the restaurant restricts to service dogs only.
