The handicapped seats are used for regular persons. But if a handicapped person requests a seat, and you're in a handicapped seat, then you lose your seat even if it's a reserved seat.
The official rule is that those seats are reserved for physically challenged individuals and their companions. If you don't have a handicap and you sit there, someone can technically report you and they can kick you out or, worse, black list you from the theater. Sitting in these seats is at your own risk.
