Flat rate is $17 after 10pm. Has nothing to do with Validation. Validation only counts if you leave before 10pm. Only thing validation counts towards after 10pm is TCL Chinese Theatre and you have to actually be seeing a movie to get a validation from them. It's good for up to 4hrs.
Theres a parking structure. If you're there late, even with validation it's like $17.
Theres a parking structure on Orange and its plenty of parking. You just need to watch your time because it could get a little expensive even with validation.
The parking depends on the day. On a typical weekday is not busy, but on a weekend or if theres an event going on, the parking lot get full/busy.
It is same structure for the mall. Not too crazy. generally good parking. Make sure you validate before leaving D&B
