How do I speak to an actual human when dialing the number. It states that customer service representatives are available, then provides NO way to speak with one!?

I am having that same issue. Every time that I ask to speak to an immigration representative/officer, the recording tells me if I continue to request an officer, it has no choice but to disconnect the call and goes on to disconnect the call.
