Does the park close at a certain time? Or would someone be able to walk around late at night? (11pm - 1am) I dont get off work till 11 and then would have to drive up here.

When are the lights taken down

The park does close at 11pm but there's really nothing stopping you from walking it either way. You just won't be able to use the parking lot. Unless they actually turn the lights off during the night

I don't think park has any timing. It is an open park. This is definitely worth a visit when there are lights.
