Hello Ameri. Thank you for your question. A fish floating near the water's surface is perfectly normal. As one of the commenters mentioned, fish will do this for a number of reasons. Many fish feed on insects and prefer to lurk near the surface, patiently waiting. If you watch the fish long enough, you'll see them flee predators, eat smaller fish and insects, or even socialize with fish "friends."
Agreed this is cemetery normal thing that fish do most is when they are looking for something to eat they will do that.
I assume they were underwater? Fish suspended different depths depending on what's going on in their world. Sometimes fish rise to feed on insects or to avoid predators. That pond that I saw had a decent size alligator in it. An alligator in the vicinity is probably enough to change fish behavior.
