I'm not best to know but we drag our kayaks out there & love it. Physically possible - maybe, easy - probably not, allowed - probably not. Jingle Prada just south about one mile would probably be better.
I don't know if you can launch a sailboat from there since it's a public park with a large sign that says you can't take vehicles past the parking area (translation - no vehicles on the path or the grass to the shoreline). It's a reasonably small beach with shallow water and I see kayaks and paddle boards there all the time but never a boat (not even a small rowboat style one) since you can't get a vehicle to the water's edge. Good luck though if you try it on a dolly.
