It's first come first serve and it's by the hour. I believe its 35 an hour for a small boat. The kayaks may be cheaper. I would buy a kayak and take it in myself. An hour isn't long enough. Time flies when you're in the water. And kayaks are fairly cheap.
The kayaks are outside right by the kayak launch. Go inside the concession building and they should be able to help you.
