They are considered a "warm" food item and most ebt food rules on the card won't let you use it at bay cities. But if you do have an allowance for hot food items on your card it should work. Remember, they are more than just a Deli, there's a whole market in there and I'm sure you can shop the isles and pickup sliced meats at the deli. That should keep you in the rules regarding EBT food purchases.
I am not sure, they take cash and debit cards though. You will have to call them. Bay Cities is well worth the phone call and trip
