In the state of California you can apply for health insurance as an individual only in the months of November to January. Otherwise if you get a job and your employer offers health insurance, you can choose from the different providers your employer offers. Hopefully one of them will be Kaiser Permanente :-)
Work for a company that offers that insurance plan. Buy a policy with Kaiser. Not sure what your question is.
