It was open but some of the buildings were closed. My wife and I loved the hike and walked down to the beach down from the Fort. Beautiful place regardless if not all buildings were open. Restrooms open as well.

Yes, though not a "guided tour" the souvenir shop is open and you can "self" tour the site. Some nice views from the cliff edge and nice little secluded beach down the backside trail. Very pleasant experience. Especially for my Russian wife. She loved seeing some of her heritage here in California. For me watching her experience this was the best part of our trip.
