My experience is that if you eat inside, ketchup & mustard is self-serve. However, specialty condiments aren't and there are specific amounts given with meals. Like all fast food restaurants I've been to, there is a charge for additional specialty condiments like BBQ sauce, honey mustard, ranch, etc.
They have never charged me for extra sauce. In fact, when I dine in, they always ask if I'd like any sauces when they bring me my food.
