The official check-in time is 4, but you should be able to check in earlier.
We tried to check in at 8 am and nothing was available, however we got a text at 1030 saying that our room was available. The nice thing is that you can check your bags at the bellhop desk for free (though I do suggest tipping) then head out to see the sites.
Check in is stated at 4:00pm. As is most hotels however you can always try to check in earlier if they have any open clean rooms they sometimes can accommodate. Best bet is to call them ahead to ask if they have any available.

Yes 4pm but you can check in earlier or later than 4pm. They may not hold your room but call them so they may hold it.
I checked in at 3. Just as Matthew stated, if available.
