Well if you buy a ticket to a concert you've paid for admission. If you are talking about the fair they have some free concerts but you have to pay admission to get into the fair.
Actually Fair Admission does include Lawn Seating for the concert.
Where do you purchase the concert tickets?
If you purchase a concert ticket for a concert during the Fair you get Fair admission included. You can spend all day at the fair. Fair admission does not include concert admission. Just make sure you purchase a Concert ticket.
