I think Neal's Cove works well for little kids -- the store, beach, and playground are all close by for everyone to walk to together which means less stress as the parent.
Any site near a bathroom. Book well in advanced. Pawtuckaway sites go fast.
I camped in a tent site with my 7yo 5yo and 8 month old - it is best to choose a spot very close to the restrooms so potty trained kids can go easily.
