I believe they can, they still provide floats if needed.
I don't think they have an official age restriction. I've seen kids there before, although not as young as 5. I could see two potential issues with a child that young. Number one, is he/she a strong enough swimmer/snorkeler to be able to make the trip. Number two, do they have wetsuits small enough to fit your child.
