There are many reasons that dogs bark but neglect is reported to the city of Jacksonville. I would suggest writing down how often and times of day as evidence if this is a common thing to show. This will help het the inspector to see faster that there is neglect as the owner can say just a vocal missing of owner by dog while at work/sleep.
