No on the sirens unless there happens to be the unlikely occurrence of public interference w their destination at...4am...and even if there is at some upcoming intersection, cops can sound the siren to get through for a few seconds and then revert to just using the lights.

Yes, absolutely. Lights and sirens are activated to alert vehicle traffic and pedestrian traffic. Law enforcement response must sometimes be done at high speed, given the type of emergency. If someone in my family needed help to preserve their life and property, I would want the Police, the Fire department or ambulance driving to the scene as fast as possible. Even at four in the morning.
