Yes they do have licencing here for $20 but your dog has to be spayed and has to have his/her rabies shot and you have to bring evidence of it.
Every pet leaving the shelter must be spayed or neutered in order to help reduce pet overpopulation. LA is committed to becoming a no kill city and we can only achieve that if people commit to spay and neuter programs. Backyard breeding is illegal in LA. If you are a licensed breeder, you'd not likely be at the shelter looking to adopt. You can have an unaltered pet but you will pay a much higher licensing fee for the pet. The shelter will have licensing on-site, because you cannot adopt an unlicensed pet from a shelter. Even if your pet is lost and ends up at the shelter, you must comply with the law regarding altering and licensing before the pet will be released to you. This is all part of being a responsible pet owner. Finally, altering pets helps reduce aggressive behavior, territory making behavior (urinating) and health issues.

I'm not trying to breed him I just hate the thought of me *having* to get my my dog neutered because it's law. He's like a son to me and I'd be willing to pay the extra fee to not get his *area* removed. Thankyou for your feedback but I'll be going to a Animal Hospital instead
