I prefer the on/off buses with actual tour guides with a good sense of humour. Mybest experience has been with Big Bus, however, the quality of tour guides vary, so there's a good amount of luck involved.
We did the hop on and hop off bus. It takes you to all the areas of town. They provide a map and earplugs to listen to the tour of the city. Just so your aware that if you ride on top, make sure to bring a light jacket. It can get pretty cool going over golden gate bridge. However, if you prefer to just walk around, catch public transportation, scooters, so many ways to see the city.
