If you are flying Southwest, bags fly free and you are allowed two checked bags and one carry on. Check your airline website for restrictions. All other airlines charge for checked bags except for Southwest.
The limit is one carry on and one personal item. Airlines state that if you have 3 then you need to consolidate down to 2. I have seen so many people with huge amounts of carry on get on last on a plane. So take your carry on item to the gate and they will check it for free :-) then you will be all good.
What airlines?? That matters alot. What size is the personal bag? More like a purse that you can hang on your shoulder or a duffle that you must put overhead? The purpose of the limitations is so that everyone has alittle room in the overhead compartment. Can you put 2 of your items under the seat?
You need to contact your airline or check your ticket.
