I've seen mountain bikers out there before, I don't believe there's any rules against it. Just know dirt bikes don't require much trail maintenance. These are generally very rocky, with big loose sections and large water breaks. Most people also ride dirt bikes faster up hill than down.
Only saw dirtbikes and off road vehicles. I don't think it would be safe considering they are going fast and won't see you if your riding.
