Passes are sold at the Mobil station off the freeway on Sand Canyon or Wal-Mart.
Yes, anything offroad legal, registered or not. On the street is a co.plwtly different story. You may just have to purchase a daily permit or yearly depending on what you like, but otherwise offroad should be fine..just check with a ranger to be sure in case I'm mistaking
