It's "high" season - very busy! So if you want to eat in any reasonable time frame, you should make a reservation for any Disney restaurant, especially if you have more than 2 people. Good luck!
Even with a reservation, we had to wait at least 30 minutes. Extremely busy.
While I don't believe it is "required," I would highly recommend making a reservation there as well as at any other restaurants that you would like to visit while in Downtown Disney. These restaurants are extremely busy, especially Goofy's Kitchen.
I would highly recommend to make a reservation.
