Are the characters always there or do you have to pay extra. We are going at dinner time will there be characters there or are they only there at breakfast?

Characters are always there. No extra charge. The characters rotate throughout the day, so you might see different ones depending on when you go.

No extra charges at all ! It was mostly Goofy & the Chipmunks and occasionally Mickey & Minnie !
