No, the canoes that are there are private property. If you convince one of the home owners, they could possibly let you rent one. Or you bring your own

Unless you know to ride a boat, avoid even borrowing one. The water does not look clean. Just walk around sidewalks and enjoy the ride on your own.

No, I don't think so. There are private boats here, but I suspect not a commercial rental unit - perhaps because the water level is not always high enough. I haven't understood why it changes so much (could it be ocean tides) - but at low point, there is almost no water. So it's a beautiful walk, but not water taxiing here.
