The canals are basically public streets (several square blocks) that people walk through. The perimeter are normal public streets that you can park on temporarily (not overnight without permit). Any parking spot in the canal district is just as advantageous to accessing the canal as any other spot. I don't believe there are handicap designated spaces, just as there aren't on regular streets where you live. Hopefully that makes sense.
