The 23rd st "Customer Service" phone number is actually the UPS nationwide phone number. The Postmaster won't help as it's not the USPS. The easiest way that I found to determine approximately when UPS will deliver in your area is to sign up for text message alerts. Say you purchase something from Amazon. Go into your account and sign up to get text alerts for when your package will be delivered. Just remember, there is a difference between UPS Ground Service, Overnight/2 day delivery Service, etc, and they're delivered by different drivers. The BEST method that I've found, is to flag down the UPS driver if you see him/her in your area and ask him/her. That's how I found out that Ground packages are delivered in my area between 6:30 to 7:30 pm, and Overnight/2 day packages are delivered in the early afternoon. Hope this helps!
