You need a California ID, from any city/ county in California to open a library account. They will let you have limited library borrowing privileges (I believe two items--books, dvds, etc) until you bring in a piece of mail or bank statement proving your permanent address. Then you will have full borrowing privileges (many items, access to iPads and laptops, tons of dvds and many, many books). It's worth starting a library account here and Fremont is a great library with many materials, resources and a cozy, relaxing atmosphere. I've seen people work, read and recreate there the entire day! **You can also have a limited card if you are from out of state/ visiting from another country. I believe absolutely everyone is given internet access privileges, whether you have a valid ID or not.
