My neighbor stole my cat and gave him to this place. I shouldn't have to pay to get him back. This place should investigate where your animals come from better.

It is your responsibility to contain your cat to your own property. You are lucky your neighbor took the cat to the shelter where you can get it back. There are a lot of worse outcomes for cats that stray onto cat-haters properties.
