do you have to take a tour? Are the grounds open to the public and one can just walk them?

I'm planning to be there May 30, 2019. If we arrive at 2:00 can will still get on a tour? Or will the tour times be all taken by people showing up earlier? If that time is iffy, how late can we come and still know we will get to take the tours?
Is there a camping ground
