No but it is not always open for tours.
There was no fee when I was there. I specifically asked that question of the tour guide at the entrance, and was told, "no." Perhaps they accept voluntary donations, which might be what the previous poster was thinking of.
The tour is free. Check at the gift shop counter to see if there are any available.
No fee the light house is staffed by volunteers and park rangers they do only Allow small groups at one time up to the top
