No..lots of bikers on the coast

There is a path from the parking lot that is pedestrian heavy, but does have places to lock up your bike close to the bottom of the light house. So I'm assuming it is not closed to bikes
I'm not certain about the pedestrian path from the parking lot, but you can certainly ride up to that point and walk your bike the last bit.
