Yes they let you pet the animals and visit with them. Just so you know if you want a kitten they are 210 dollars but well worth it. They have all shots and spay or neuter.
Ask the staff; some cats don't want to be touched in certain areas (belly, tail, etc.). Other cats may be more friendly and tolerable
