Is it possible your expectations are too high? Maybe a fish or a plush toy would be a better fit for your needs.
A dog whether it comes from shelters or breeders all need works. There is no such things as a perfect dog. Proper training and patience, you will get there and I will tell you this, dogs trained faster than kids nowadays.
If you took in a child, you wouldn't expect them to do everything you wanted in 3 weeks. It takes time and patience to build trust and respect but if you don't think that you have that time and patience then I'm sure they would take him back and find him a home that will. You might consider a dog training class and work with him every day. It's up to you.
I'd say yes, but you should really keep him and do more training. It'll take time and effort to correct behavioral issues
