On December 13th the lake was closed to fishing because of dangerous water quality. Not sure when it will reopen or why the info wasn't posted to the web site.

Yes - unless it's posted otherwise. At present, you are asked to discard internal organs because of algae overgrowth in the lake. You'll need a CA fishing license and then pay a small fee in cash at the lake itself.

I'm not sure but I don't think so. Streams and ponds up there aren't large enough.
