To my understanding you can surrender an animal but there is a fee of $25 I believe. That's for room and board to keep the animal safe and fed.
Yes you can Surrender Your Pet there and you do not have to live in San Pedro they Welcome All Pets
I guess it depends on how the animal was acquired? Or the reason the animal is being surrendered .
