On top of all the other things mentioned already, they drive customers away from businesses they loiter near. Whether it be caused by them begging for money from customers visiting that business, leaving trash all over the place (some of which is hazardous, like used needles or broken pipes) or by people perceiving them as a threat when they are yelling and acting erratically. I work in an area where many homeless congregate. My employees cars have been broken into, found multiple needles and have had fights break out between homeless people nearby. In my opinion, cops aren't doing enough curb these behavior.
And the homeless feels they are above the law. Littering, having their dogs off leash at a park outside of off leash hours, for example. I feel for the homeless, really I do. But they would get a lot more compassion from everyone if they obayed laws.
They have to make there quota somehow, even if that means finding the simplest reasons to get onto homeless people because they're the easiest for the police to mess with, simply because homelessness is not allowed in Santa Rosa.
