No it is never okay to review a business you have never been to nor make false reports on an individual or organization that you have absolutely no knowledge of. To do so can lead to legal challenges if your comments made in ignorance cause harm to another. While you are protected by the Freedom of Speech you cannot make false allegations with defamation of an entity. For example, if a stranger offends you and you falsely accuse the doctor in an office you have never seen nor met and post it to the world, you can be held criminally and or financially responsible for any negative occurrences that may result.
