It isn't. Peak hours in the morning. I have to walk to west portal from 28th Ave taraval to take Muni lines in the tunnel. Because L lines refuse to show up. Normal hours I am not sure. But I take the L line to work morning and evenings. It is a disaster.
Because those who run the transit system are idiots.
Its slow and too many people take it
I find that usually it is the N that has the worst wait times. The L line is quite good. Keep am eye for the L's on the Next muni website.
